How large these specific ares are is unknown but I normally use the +/- 1 day correction, although it might be valid to extend the window. Governments in Europe are also bracing for protests against the possible broadcast of an anti-Islamic film by right-wing Dutch parliamentarian Geert Wilders that links Islam to violence. Mr. Wilders says the film, which he plans to broadcast on the Internet and possibly television, will be finished Sunday, Reuters reports. Pakistan's YouTube shutdown last weekend has been attributed in part to the film's appearance on the video-sharing website.

Nato fears over Dutch Islam film

Nato's secretary general says he fears the airing of a Dutch film criticising Islam will have repercussions for troops in Afghanistan.
Jaap de Hoop Scheffer's comments came after Afghans protested on Sunday against the film being made by far-right Dutch MP Geert Wilders.

The Dutch government has warned Mr Wilders that the film will damage Dutch political and economic interests.

Mr Wilders says the film is about the Koran but has given few details.

In the past, he has called for the Koran to be banned and likened it to Adolf Hitler's Mein Kampf.

The project has already been condemned by several Muslim countries, including Iran and Pakistan.

Nato's secretary general said he was concerned about his troops after the protests against the film in Afghanistan.

"If the [troops] find themselves in the line of fire because of the film, then I am worried about it and I am expressing that concern," he said in a television interview.

'Kick out forces'

On Sunday, hundreds of Afghans took to the streets in the northern city of Mazar-i-Sharif to protest against the film.

Demonstrators burned Dutch flags, and called for the withdrawal of Dutch troops from the Nato force.

The demonstrators say they will step up their protests unless the Afghan government expels the troops.

The protesters also criticised the recent republication of caricatures of the Prophet Mohammad in several Danish newspapers, and called for the withdrawal of Danish troops.

"We don't want our government to have any diplomatic relations with these two countries," Maulawi Abdul Hadi, one of the protesters, told the Associated Press news agency.

"We don't want Danish and Dutch troops in Afghanistan. They should be kicked out of the Nato forces here."

Mr Wilders has said he expects his 15-minute work will be shown in the Netherlands in March and released on the internet.

Dutch authorities have told him he may have to leave the country for his own safety amid reports of death threats.

Submission

Mr Wilders' film is called Fitna, an Arabic word used to describe strife or discord.

He has said his film will show how the Koran is "an inspiration for intolerance, murder and terror".

Mr Wilders leads the Freedom Party, which has nine seats in the Dutch parliament.

He has had police protection since Dutch director Theo Van Gogh was killed by a radical Islamist in 2004.

Van Gogh's film Submission included verses from the Koran shown against a naked female body.

'Substantial' Dutch terror risk

The Netherlands has raised its terrorism alert level to "substantial", partly due to the expected release of an anti-Islam film.
It is the second-highest alert level, although the justice ministry said "there is no concrete evidence" that the country faced possible attacks.

The move comes as far-right Dutch MP Geert Wilders prepares to air his film, which has already angered Muslims.

Mr Wilders has said the film is about the Koran, but gave few details.

Defiance

He has revealed that his 15-minute film is entitled Fitna, an Arabic word used to describe strife or discord, usually religious.

The project has already been condemned by several Muslim countries, including Iran and Pakistan.

The lawmaker has said his work will show how the Koran is "an inspiration for intolerance, murder and terror".

According to a Dutch daily which has seen some of the footage, the film has the Koran opening.

Inside the pages of the book are shown images of atrocities in Muslim countries that the film-maker thinks are inspired by verses of the Koran.

Last month, Mr Wilders said he expected that his work would be shown in the Netherlands in March and also released on the internet.

He said he was determined to release the film, despite government warnings that this would damage Dutch political and economic interests.

Van Gogh murder

In the past, Mr Wilders - who leads the Freedom Party - has called for the Koran to be banned and likened it to Adolf Hitler's Mein Kampf.

He has described Dutch culture as superior to what he says is a retarded Islamic culture and believes immigrants must assimilate by getting rid of what he calls the intolerant and fascist parts of the Koran.

Mr Wilders has had police protection since Dutch director Theo Van Gogh was killed by a radical Islamist in 2004.

Mr Van Gogh's film Submission included verses from the Koran shown against a naked female body.

As well as the killing of Mr Van Gogh, Dutch politicians are mindful of the widespread protests by Muslims that followed the publication of cartoons satirising the Prophet Muhammad in newspapers in Denmark and other European countries in 2006.

No Lebanon breakthrough for Arabs

An annual summit of the Arab League has ended in Syria's capital Damascus with a call for an end to the political crisis in Lebanon.

But correspondents say there were no specific proposals to solve the crisis, which has seen Lebanon without a president since November.

Only 11 heads of states from the 22-member organisation were present, as key pro-Western leaders stayed away.

Egypt, Saudi Arabia and Jordan sent low-level delegations.

They blame Syria for the ongoing political crisis in Lebanon - a charge denied by the government in Damascus.

The Lebanese government boycotted the summit completely.

Meddling denied

In a final statement, the League called for a compromise candidate to be elected president, and a national unity cabinet formed, AFP news agency reported.

But the BBC's Heba Saleh in Damascus says there were no breakthroughs.

Opening the meeting, Syrian President Bashar al-Assad denied his country was meddling in Lebanon.

He was responding to Lebanese Prime Minister Fouad Siniora, who had accused Syria of preventing the election of a consensus president in Beirut.

Mr Assad said his country was willing to join "Arab or non-Arab efforts" to end Lebanon's political crisis "on condition that they are based on Lebanese national consensus".

But our correspondent says it will take more than words to convince his critics, and Syria risks further isolation if there is no immediate resolution to the Lebanon crisis.

In Riyadh, the Saudi Foreign Minister, Prince Saud al-Faisal, suggested Syria had not abided by the Arab consensus on Lebanon. "The problem is that what was decided unanimously in the Arab League, including by Syria, is not being carried out," he said.

The foreign minister called for ''counter-measures".

US blamed

Syria had billed the summit as a golden opportunity for regional unity but there is little sign of this, BBC Middle East correspondent Katya Adler reports from Damascus.

She says the leaders of Egypt, Saudi Arabia, Jordan and Lebanon are all staying at home because they view Syria as a trouble-maker, too close to Iran and a destructive force in Lebanon.

Syria has accused them in the past of being subservient to the US and Foreign Minister Walid Moualem has blamed Washington for trying to "divide the Arab world".

"They [the US] did their best to prevent the summit but they failed," Mr Moualem said on the eve of the summit.

UN 'completes' formation of Hariri tribunal

BEIRUT: UN Undersecretary for Legal Affairs Nicolas Michel announced on Monday the complete formation of the International Tribunal tasked with prosecuting the assassination of former Prime Minister Rafik Hariri. In an interview with the Saudi daily Ash-Sharq Al-Awsat, Michel said the tribunal was composed of 11 judges, four of whom are Lebanese. The remaining seven members are international judges. "The selection committee decided to choose the best existing judges on the basis of their solid judicial experience," Michel said.

Michel refused to disclose the nationalities of the international judges. He noted that significant non-judicial steps had been completed, such as the drafting of the procedural rules and evidence on which the tribunal will be based, in addition to the election of a head for the tribunal, and a judge responsible for appeals.

The undersecretary confirmed that the court would "have teeth," meaning that the prosecutor would have the power to issue warrants for arrest.

Michel said it was possible that some suspects were outside of Lebanon, in which case the countries "must cooperate with the tribunal, and on a voluntary basis, we hope."

"It would be very difficult for any country to ignore cooperation," he added. In the event of non-cooperation, he said that "the international community would not remain helpless and inactive."

Michel emphasized that the tribunal of would not be "a political tool in the hands of any party against another."

A UN investigation commission said on Friday that a "criminal network" had carried out the 2005 assassination Hariri and was connected to other acts of political violence in Lebanon, but the commission's report did not identify anyone involved with the network.

"The commission can now confirm, on the basis of available evidence, that a network of individuals acted in concert to carry out the assassination of Rafik Hariri and that this criminal network - the 'Hariri Network' - or parts thereof are linked to some of the other cases within the commission's mandate," said the 10th report issued by the International Independent Investigation Commission.

The names of suspects, however, "will only appear in future indictments," and Friday's report gave no hint of when an indictment would be made.

Hariri's February 14, 2005, killing led to the exit of Syrian troops from Lebanon after 29 years. Leading members of the governing coalition in Lebanon have long blamed Damascus for Hariri's killing and for the string of assassinations and attempts since, while the Syrian regime has denied any role and has said it will not allow its citizens to appear before the tribunal.

Friday's report said Syria "has provided generally satisfactory cooperation" with the commission, headed since January 1 by Canada's Daniel Bellemare, who will also become the prosecutor of the UN Special Tribunal for Lebanon.

The commission's first chief, German prosecutor Detlev Mehlis, had implicated the Syrian regime in the Hariri crime, but Bellemare's first report adopted the more careful style adopted by Mehlis' successor, Belgian prosecutor Serge Brammertz.

Barak calls off German trip next week as Damascus raises war alarm

Israel’s security cabinet convened Wednesday, April 2, to examine the homeland’s preparedness for war. It decided to redistribute the bio/chemical warfare masks a few months after they were called in. DEBKAfile’s military sources disclose intelligence data indicating the possibility that Syria may transfer to Hizballah chemical or biological warheads known to have been developed for its war arsenal.

A few hours earlier, the London-based al Quds al-Arabi quoted Damascus officials as claiming that Israel is preparing a big attack on Syria and Hizballah. Syria was said to have ordered a partial call-up of its military reserves.

DEBKAfile reports that Damascus has placed its missile units on the alert after last week deploying two armored brigades on the Beirut-Damascus highway under the command of President Bashar Assad’s young brother Maher Assad, chief of the presidential guard. They were posted there to block the road in case Israeli armored columns attempted to reach Damascus through Lebanon.

Our sources also note Syria plans to release the findings of its inquiry into the death of Hizballah leader Imad Mughniyeh in February. Sources close to Israel’s defense minister Ehud Barak report he called off his trip to Germany next week because he expects Damascus to use those findings to put Hizballah on the spot where it can no longer duck exacting revenge for his death from Israel, which is held responsible for his death.

IDF sources report Iran has sent Syria state of the art equipment for surveillance and eavesdropping on Israeli military command centers and bases.

Israel’s home defense command scheduled April 6-10 a nationwide exercise to improve the home front’s readiness for emergencies. Warning sirens will be tested on April 8.

Tuesday, Barak toured Israel’s northern border and reported “a great deal of activity on the other side.” He added:”…we are learning the lessons of the last war, Israel is the strongest country in the region and I would not advise anyone on the other side to test us.”

In their briefing to the Knesset foreign affairs and security committee Tuesday morning, IDF intelligence officers confirmed intense Hizballah activity, much of it in South Lebanon by operatives in civilian disguise. The officers referred to the Lebanese Shiite terror group’s rearmament with more powerful and longer-range rockets.

On March 22, DEBKAfile first revealed that Hizballah had more than trebled its pre-war rocket arsenal.

“Some of their 40,000 rockets of Syrian and Iranian manufacture can hit Israeli targets as far south as Beersheba, 350 km. away. Not only has Tel Aviv come within range, but Hizballah and the Palestinian Hamas in Gaza can between them now cover most of Israel up to its southernmost tip at Eilat. The possibility is now under consideration that these rockets may be armed with Syrian non-conventional warheads.

Damascus has also shipped to Hizballah quantities of anti-air weapons, including shoulder-borne rockets and scores of Russian-made anti-aircraft ZSU-100 automatic 14.4 mm caliber cannon, which are most effective against low-flying aircraft, helicopters and drones
